The 2008 kaiserEDU.org Essay Contest is now closed.  Thank you to those who took the time to write a composition and submit an entry.  We look forward to reviewing your memo and will notify the winners in May.  Good luck to all participants!  If you have any questions, please email kaiserEDU@kff.org.

Topic:

The date is November 24th, 2008. You have just started a job as an analyst working on the President-elect's health care transition team. The director of the transition team has asked you to draft a memo to flesh out the health priorities for the new Administration on a major health policy issue. Select an issue area and a candidate (from the list below) and identify the major policies or strategies that the Administration could develop to advance this issue. Make sure to include evidence and analysis to support your recommendations. Your priorities and strategies should be consistent with the proposals forwarded by the candidates in the campaign. You should also address the challenges in implementing your recommendations, such as budgetary and political considerations, delivery system issues, and how different stakeholders and constituencies would perceive the proposals. Your memo should not exceed 800 words.

CONTEST RULES:
• DEADLINE: All essays must be submitted by March 17, 2008, 5pm EST. Entries will not be accepted after this time.
• Submissions must be from students enrolled in a degree-granting program at a university or college at the time of submission.
• Essays submitted for consideration must be original work and must be prepared by one author only.
• Only ONE submission per person.
• Entries must be submitted ONLINE ONLY. No emails will be accepted.

**Failure to follow any of these rules may lead to disqualification from the contest. **

ESSAY REQUIREMENTS:
• Essays must not exceed 800 words in length.  (References do not count towards 800-word limit.)
• Entries must be in English.
• Essays must be double-spaced and no smaller than 11pt font.
• Each page must be numbered.
• Do NOT put your name on the essay or on the filename. Your name should only be on the online registration form.
• Documents should be written in Microsoft Word, Text or PDF.
• Documents must be formatted and footnoted before submitting online. Once you submit your essay, you will not be able to edit.
• Entrants will receive a confirmation email within 24 hours of submission.

REVIEW and EVALUATION:
Submissions from undergraduates and graduates will be judged separately. Entries will be judged by a panel of professionals with experience in health policy and politics from inside and outside the Kaiser Family Foundation, including Drew Altman (Kaiser's President and CEO); Former Senator Bill Frist; Chip Kahn (President of Federation of American Hospitals); Ruth Katz (Dean of George Washington University School of Public Health); and Diane Rowland (Kaiser's Executive Vice President). Judges will base their decisions on originality, expression of ideas, strength of argument, and clarity.

PRIZES:
Awarded to the top undergraduate and graduate student entries.
• First Prize: $1,000
• Second Prize:  $500

Winners will be notified by May 1, 2008. In addition to the monetary prizes, the winning essays will be posted on kaiserEDU.org and announced via email to subscribers of the website. The winning students’ schools will also be notified.

Employees (and their immediate families, i.e., parents, spouse, children, siblings, grandparents, step-parents, step-children and step-siblings) of the Kaiser Family Foundation are not eligible to enter this contest.  Winners of the 2007 kaiserEDU Essay Contest are not eligible to enter this contest.

The Kaiser Family Foundation reserves the right to contact faculty or administrators at any entrant’s school to confirm enrollment and eligibility. In the event that enrollment cannot be confirmed, the entrant may be disqualified from the contest.

Contest winners agree to, except where prohibited, allow the Kaiser Family Foundation to post their essays on the kaiserEDU.org website and use their names and essays in promotional materials for publicity purposes without additional compensation. The Kaiser Family Foundation will give appropriate attribution to the authors in all such cases.

KaiserEDU.org was developed to provide access to resources and information on major areas of health care policy for students and faculty in health policy and related disciplines, as well as for anyone interested in learning more about health policy.
